
On 5 May 2026, Energy Efficiency for Europe spoke at the high-level Implementation Dialogue on Energy Efficiency, hosted by Commissioner for Energy and Housing Dan Jørgensen in Brussels.
Represented by Tomasz Surma of the federation’s member Veolia Polska, the discussion brought together stakeholders from industry, financial institutions, associations, NGOs and think tanks to examine the implementation of the Energy Efficiency Directive (EED) and the development of the post-2030 energy efficiency framework.
During the Dialogue, Tomasz highlighted the importance of effective implementation of the Energy Efficiency Directive as part of a stable and predictable framework capable of supporting long-term investments across Member States. He underlined the role of Energy Service Companies (ESCOs) and Energy Performance Contracts (EnPCs) in delivering energy efficiency improvements, noting that their full potential remains constrained by regulatory barriers in several areas. As well as this, Tomasz further stressed the need for energy efficiency policies to keep pace with emerging market solutions and technologies.
Across the board, participants agreed on the need for regulatory stability, stronger implementation and enforcement at Member State level, as well as faster deployment of solutions such as electrification, digitalisation and waste heat recovery. The discussion also underlined the importance of continued stakeholder engagement as work on the post-2030 energy efficiency framework moves forward.
As the European Union advances discussions on its future energy efficiency policy framework, the exchange provided an opportunity to identify practical measures capable of strengthening implementation, as well as an encouraging insight into how the European Commission is centering energy efficiency within Europe’s competitiveness and energy security agenda.
