The European Commission sought feedback until 9 October 2025 on its upcoming Electrification Action Plan, aimed at accelerating the deployment of clean electricity across the EU.

Energy Efficiency for Europe supports this initiative, as electrification will play a vital role in achieving the EU’s climate and energy objectives. To deliver a coherent and effective transition, the Electrification Action Plan must be developed in full complementarity with the EU Heating & Cooling Strategy, ensuring that measures to decarbonise buildings and improve system efficiency progress together

Additionally, the Energy Efficiency First principle must remain central, with energy efficiency fully integrated across all stages of the energy system to improve flexibility and affordability. ESCO-led energy management and optimisation solutions can help reduce peak loads, smooth demand fluctuations, and alleviate stress on energy networks and grids.

We therefore call on the Commission to ensure that the Electrification Action Plan is underpinned by a stable and predictable regulatory framework that supports long-term investment in energy efficiency, particularly by ESCOs, whilst addressing electricity price volatility and maintaining Europe’s industrial competitiveness.
