Until 15 September 2025, the European Commission held a public consultation on its proposed revision of the EU’s energy security architecture to ensure that energy systems remain secure and resilient amid evolving geopolitical and energy market challenges.

Energy Efficiency for Europe has answered the Commission’s call for feedback, noting that strengthening energy security must not only reduce reliance on external energy imports, but also safeguard an affordable and stable energy supply for all consumers and industries, particularly in light of the expected rise in electricity demand driven by the energy transition.

To be effective, the revised framework must move beyond a focus solely on supply-side measures such as risk preparedness and diversification, to systematically recognise demand-side solutions and energy efficiency as core pillars of energy security. By reducing overall energy demand, managing peak loads, and integrating diverse local energy sources, energy management solutions led by energy service companies (ESCOs) directly enhance system flexibility and resilience whilst containing costs for consumers.

Energy Efficiency for Europe supports the proposed revision of the EU’s energy security architecture, and calls on the Commission to ensure the integration of energy demand measures and energy efficiency, via energy management solutions, in the energy security framework to create a secure, future-proof EU energy system.
