The European Commission has proposed a revision of Implementing Regulation (EU) 2022/2299 to update the templates and procedures governing Member States’ energy reporting obligations. Energy Efficiency for Europe welcomes this proposal, whilst also stressing that simplification should not come at the expense of effective monitoring and accountability.
The federation notes that the proposed aggregation of several renewable cooling technologies risks reducing the granularity and usefulness of reported data, making it more difficult to assess the contribution of the most energy-efficient solutions. Similarly, reporting on the renovation of worst-performing buildings should remain visible within the templates, as it is a key indicator for assessing renovation progress across the EU.
Energy Efficiency for Europe is also in favour of the introduction of additional reporting requirements linked to energy audits and energy management systems, whilst noting that the reporting framework should explicitly reflect the exemption granted to companies implementing Energy Performance Contracts (EnPCs) under the revised Energy Efficiency Directive.
Overall, reporting requirements should strike a balance between simplification and preserving the information needed to accurately monitor the implementation of EU climate and energy legislation.
